Landlord applied for MCI rent increases based on the installation of new windows. The DRA ruled against landlord, finding that the windows weren't installed on a building-wide basis. Landlord appealed. The work was done during a period of more than two years, under a series of nine individual contracts for nine apartments, followed by one contract for the remaining seven apartments. So the work was done in a piecemeal fashion and didn't qualify as an MCI.
