Work Order Prepared on Landlord's Stationery

Tenant complained of a rent overcharge. Landlord claimed that it made 1/40th improvements in tenant's apartment costing $12,000 before tenant moved in. The DRA disallowed the improvement costs and ruled for tenant. Landlord appealed and lost. Landlord didn't submit sufficient proof of the improvements. The work order submitted was prepared on landlord's stationery. There was no contract or invoice. So landlord didn't sufficiently prove the cost of the improvements in accordance with DHCR Policy Statement 90-10.
