Work Not in Progress on Violation Date

DOB issued a violation notice to landlord for not maintaining the building in a safe condition. Specifically, the notice stated that sections were missing on the parapet wall, that stucco cement work was cracked on one side of the building, that mortar joints were missing from brick and stone work at various building locations, and that there were hallway wall cracks. Landlord claimed that repair work was in progress on the violation date. The ALJ ruled against landlord and fined it $800. Landlord appealed and lost.
