Windows Were Defective

Tenant complained of a reduction in services based on defective windows. The DRA ruled for tenant and reduced his rent. Landlord appealed and lost. Landlord claimed that all the windows worked and that they needed only a paint job. But the DHCR's inspector found that the apartment windows had peeling paint and didn't stay up when lifted to open, that window sills were rotted, that windows had gaps, and that the window locks all were defective.
