Windows Not Installed Building-Wide

Landlord applied for MCI rent hikes based on the installation of new windows building-wide. The DRA ruled against landlord, finding that the windows weren't installed on a building-wide basis. Landlord appealed and lost. There were 30 apartment windows in the building, but only 22 were replaced. And the window replacement didn't appear to be part of a unified plan and consecutively timed project completed within a reasonable period of time.
