Landlord applied for MCI rent hikes based on the installation of new apartment windows. The DRA ruled against landlord, finding that the installation hadn't been completed on time. Landlord appealed and won. Landlord completed the window installation within 16 months, which was reasonable. Landlord also showed that it had intended to perform the installation as one job and that some delays had been caused by tenants' refusal to give the contractor access.
