Widespread Graffiti and Stained Carpets

Tenant complained of a reduction in services based on carpet stains and graffiti in the building's public areas. The DRA ruled for tenant and reduced his rent. Landlord appealed, claiming these were minor conditions that didn't warrant rent reductions. The DHCR ruled against landlord. In some cases, these conditions would be considered minor. But in this case, the conditions were widespread. The carpeting on every floor of the building was stained. And there was graffiti on almost all of the building's floors and the building's lobby.
