Water Discoloration Condition Repaired

Tenant complained of a reduction in services due to discolored water coming from the shower head and bathtub faucet in tenant's apartment. The DRA ruled for tenant and reduced his rent. Landlord later applied for rent restoration based on restoration of services. The DRA ruled for landlord. Tenant appealed, claiming that the water was still discolored. The DHCR ruled against tenant. DHCR inspection showed that the condition had been repaired and that there was no water discoloration.
