Washing Machine Not Permanently Attached to Plumbing

Landlord applied for a rent hike based on tenant's use of a washing machine in the apartment. The DRA ruled against landlord because the washing machine wasn't permanently hooked up to the building's sewer system. Landlord appealed, arguing that tenant's consumption of hot and cold water was still increased and continuous. The DHCR again ruled against landlord, because the appliance wasn't attached permanently to the building's plumbing.
