Violation Notice Says Debris Was Loose

The ALJ ruled against landlord and fined her $50. Landlord appealed. ECB ruled for landlord. The inspector found that the debris in front of landlord's building was loose, not matted down. This supported landlord's claim that she swept twice a day. This was a reasonable effort to keep the area clean.
