Violation Notice Not Mailed to Second Address

DOB issued three violation notices to landlord. Landlord claimed that they were improperly delivered. The ALJ ruled for landlord and dismissed the violations. DOB appealed and lost. DOB delivered the notices by posting them at the building and mailing copies to landlord at the building. But when landlord is the owner or managing agent and another address is on file with HPD or the Department of Finance, DOB must also mail a second copy to landlord at that address.

Landlord had a separate address in this case, on file in city records, and DOB didn't mail a second copy of the violation notice to that address.
