Vault Replacement Doesn't Qualify

Landlord applied for MCI rent hikes based on replacing a building vault. The DRA ruled against landlord. Landlord appealed and lost. Partial structural steel reinforcement or foundation repairs don't qualify as MCIs unless done with a qualifying MCI, such as complete replacement of all beams and foundations.
