Vague Inspection Report

Tenant complained of a reduction in services. The DRA ruled for tenant and reduced his rent. Landlord appealed, claiming that the conditions listed in the DRA's order were vague. In particular, the condition cited with regard to an odor in the staircase was overly broad and didn't specify what the odor was and in which staircase it was found. The DHCR ruled for landlord. The order listed ``walls vestibule, ventilation lobby, walls lobby, ventilation in hall, staircase odor'' as the conditions to be corrected.

The finding of ``low'' air ventilation was also vague, as was the report of a ``stale air odor'' in the staircase.
