Utility Lines Installed Without Permit

DOB issued a violation notice to landlord for failing to correct previously cited conditions. The notice cited landlord's installation in the cellar of water and waste lines, along with a residential sink and gas line, all without a permit. Landlord had received an initial violation notice and a prior notice for failure to correct the conditions. The ALJ imposed aggravated penalties and fined landlord $6,000. Landlord appealed and lost. Landlord claimed that she had tried to obtain the proper permits and certificates of correction, but that ECB gave her no time frame for correction.
