Useful Life of Two-Ply Roof Is 10 Years

The DHCR ruled against tenants. Landlord's contractor submitted a sworn statement that the old roof was a deteriorated two-ply roof. Under the Rent Stabilization Code, the useful life of a two-ply roof is 10 years. The old roof was more than 10 years old, so the DRA correctly granted landlord's MCI application.
