Tenants claimed that prior landlord had already gotten MCI hikes for a new roof. The DHCR said prior landlord had installed a single-ply roof, and the useful life of that type of roof was five years, according to the DHCR's schedule. Since landlord installed the new roof nine years later, it was entitled to MCI hikes.
