Unworkmanlike Repair of Kitchen Floor

Tenant complained of a reduction in services based, among other things, on defective kitchen-floor coverings. The DRA ruled for tenant and reduced his rent. Landlord appealed, claiming that tenant didn't complain about the kitchen floor and that tenant installed his own kitchen floor coverings. The DHCR ruled against landlord. Tenant's complaint did state that the kitchen floor wasn't in ``good service.'' And since landlord attempted to repair the floor, it was required to do so in a workmanlike manner---which it hadn't done.
