Unstaffed Security Counter in Building Lobby Was a Reduction in Services

Landlord claimed that the conditions were minor. Landlord claimed that it was impossible for the busy entry areas and laundry rooms to be kept completely clean.

Tenant complained of a reduction in building-wide services based on insufficient security and janitorial services. The DRA ruled for tenant and reduced his rent. Landlord appealed and lost. Landlord claimed that the conditions were minor. Landlord claimed that it was impossible for the busy entry areas and laundry rooms to be kept completely clean. But DHCR inspection showed that the vestibule area, lobby, and laundry room all needed sweeping and mopping at the time of inspection, and that the security counter in the building lobby was equipped with working security camera monitors but was unstaffed at the time of inspection.
