Unsecured Mailbox

Tenant complained of a reduction in building-wide services because his mailbox wasn't secured. The DRA ruled for tenant and reduced his rent. Landlord appealed, claiming that the condition was minor. The DRA had ruled that the mailbox wasn't secured. Landlord also said that this was vague. The DHCR ruled against landlord. In its order, the DRA described the condition of the mailbox, and this wasn't a minor condition.
