Uncovered Plumbing Lines

Tenant complained of a reduction in services. The DHCR ruled for tenant and reduced his rent. Among other things, the DHCR found that low ceiling plumbing lines weren't properly covered or painted. Landlord later filed an application to restore rent based on restoration of services. The DRA ruled against landlord, finding that the low ceiling pipes hadn't been properly covered. Landlord appealed. The DHCR ruled for landlord. This condition by itself didn't amount to a reduction in services and shouldn't be used as a reason to deny landlord's rent restoration application.
