Uncovered Garbage Cans

The DOS gave landlord a notice of violation for having four uncovered garbage cans in front of the building. Landlord claimed that vandals frequently steal the covers. The ALJ fined landlord $25. Landlord appealed, and the ECB upheld the fine. Landlord didn't make any effort to keep the cans covered.
