Two Tenants Withdrew Complaint

Tenants complained of a reduction in building-wide services. The DRA ruled for tenants and reduced their rents. Landlord appealed, pointing out that several tenants had withdrawn their DHCR complaint before the DRA's order was issued. The DHCR ruled for landlord concerning two of the tenants. One tenant agreed in a court stipulation to withdraw any and all pending DHCR complaints. Another tenant moved out and agreed in a court stipulation to waive any provision of a subsequent DHCR order. Both stipulations were made before the DRA's order was issued.
