Two New Windows

Landlord applied to the DRA for a rent increase of $10 per month for installing two new windows in tenant's apartment. The DRA ruled against landlord. The DRA found that landlord had already gotten a rent increase for these windows. Landlord appealed and showed that the new rent increase application was for two different windows in tenant's apartment. The DHCR ruled for landlord and granted the $10 rent increase.
