Two Narrow Strips of Missing Wallpaper

Tenant complained of a reduction in services based on missing wallpaper in her bathroom. The DRA ruled for tenant and reduced her rent. Landlord appealed, claiming that the condition was minor and didn't warrant a rent cut. The DHCR ruled for landlord and revoked the rent reduction. There were two narrow strips of missing wallpaper next to the bathroom mirror. This was a minor cosmetic condition that didn't warrant a rent reduction.
