Two of Four Elevators Upgraded

Landlord asked the DHCR if upgrading two out of four passenger elevators qualified for an MCI increase. In an opinion letter, the DHCR stated that upgrading any one passenger elevator in a building should constitute an MCI because it's a building-wide increase in service.
