Two Cleanings per Day Is Reasonable

DOS issued a violation notice to landlord for not sweeping 18 inches into the street in front of the building. At 3:00 p.m., the inspector found debris in front of the building. Landlord objected, but the ALJ ruled against her, finding that sweeping once a day in the morning wasn't enough. Landlord appealed. She said that she told the ALJ she swept twice a day, not once. She swept at 8:30 a.m. and after 5:00 p.m. when she returned from work. ECB ruled for landlord and revoked the $50 fine. Two sweepings per day was reasonable.
