Two Buildings Are Horizontal Multiple Dwelling

The DHCR ruled that landlord's adjoining buildings were together subject to rent stabilization as a horizontal multiple dwelling. Landlord appealed. The court and appeals court both ruled against landlord. The two buildings were owned by the same landlord and shared common facilities and services. It was therefore reasonable to treat the buildings as one unit with six or more apartments.
