Twice-Daily Cleaning Not Enough

DOS issued a violation notice to landlord for a dirty sidewalk. The notice stated that there was loose rubbish scattered over the sidewalk in front of landlord's building. Landlord claimed that it cleaned twice a day, at 7:00 am and 2:00 pm, and did a third cleaning if needed. The ALJ ruled against landlord and fined it $50. Landlord appealed and lost. The building had 18 apartments and three storefront shops, there was a bus stop in front of the building, and there was heavy pedestrian and car traffic in the immediate neighborhood. Landlord's cleanings weren't enough.
