Termite Infestation

Tenant complained of reduced services based on termite infestation. The DRA ruled for tenant and reduced his rent. Landlord applied for rent restoration, claiming that it had corrected the condition. The DRA ruled against landlord. Landlord appealed, arguing that the inspector's finding of dead termites in tenant's kitchen showed that they had been properly exterminated. Tenant claimed that the only dead termites were ones that they had sprayed, and submitted photographs of termites swarming in the apartment. The DHCR ruled against landlord.
