Tenant's Smoking Caused Apartment Fire

Tenant complained of a decrease in services after his apartment was fire-damaged. Landlord claimed that tenant had caused the fire. The DRA ruled against tenant and dismissed his complaint. Tenant appealed and lost. The fire department report stated that the cause of the fire was cigarette smoking in the apartment. There was no proof that the fire was caused by sparking from the television set, as tenant had claimed.
