Tenant's Rent-Stabilized Rent Legally Set by HPD Regulatory Agreement

Tenant complained to the DHCR of rent overcharge. The DRA ruled against tenant, who appealed and lost. HPD had set the monthly legal regulated rent for tenant's apartment at $1,420 effective Feb. 26, 2013, in accordance with Article 11 of the Private Housing Finance Law. Tenant failed to provide landlord with annual income certifications as required by HPD and therefore wasn't offered a lower preferential rent. Tenant's rent was legally set by HPD Regulatory Agreement and prior DHCR order.
