Tenant's Refiled PAR Dismissed for Procedural Defects

Landlord applied for MCI rent hikes. The DRA ruled for landlord. Tenant appealed, but the DHCR rejected tenant’s PAR for procedural defects. The DHCR instructed tenant to refile the PAR within 35 days and to include the name and post office address of landlord. Tenant refiled her PAR but didn’t included the landlord’s name and address, and didn’t attach a copy of the DRA’s order being appealed to the PAR. The DHCR dismissed tenant’s PAR for failing to fully comply with all procedural requirements on two separate occasions.
