Tenant's Niece Can't Get Section 8 Apartment

Landlord sued to evict Section 8 tenant for nonprimary residence. Tenant claimed that she sought to turn the apartment over to her niece. The court ruled for landlord. Tenant appealed and lost. Tenant admitted that she wasn’t primarily residing in the apartment. And tenant’s niece had no pass-on rights to the Section 8 tenancy.
