Tenants Must Be Given Key to Storage Room

Tenants complained that landlord discontinued access to the building storage room. The DRA ruled for tenants. Landlord appealed, claiming that the storage room could be used only by current tenants and not by new tenants. Landlord said that tenants who had nothing in the storage room weren't entitled to a key. The DHCR ruled against landlord. Landlord was required to provide the storage space to all tenants.
