Tenant's Housekeeper Denied Access

Tenant complained of reduced services based on landlord's failure to paint for over five years. On two occasions, tenant's housekeeper refused access to DHCR inspectors. The DRA dismissed tenant's complaint, and tenant appealed. Tenant's attorney claimed that tenant was elderly and ill and that the DRA had been instructed to contact the attorney about making repairs. The DHCR denied tenant's PAR. The DRA had notified tenant in writing one week in advance of each inspection. These letters could have been passed on to tenant's attorney, especially since tenant had a daily housekeeper
