Tenants Didn't Submit HPD Violation Report

Tenants complained of a reduction in services based on landlord's failure to provide heat and hot water. Tenants appealed and resubmitted with their PAR a complaint form they had submitted to HPD. The DHCR ruled against tenants. This wasn't enough proof. Landlord claimed that the condition had been corrected, and tenants didn't produce any current HPD violation report.
