Tenants Didn't Consent to Dishwasher Replacement

Tenants complained of a rent overcharge. The DRA allowed landlord to collect a rent hike of 1/40th of the cost of a new dishwasher that landlord had installed in tenants' apartment. Tenants appealed, arguing that they'd neither asked landlord to replace the dishwasher nor consented to its installation. The DHCR ruled for tenants. Landlord can't get a rent hike for improvements in an occupied apartment when the work is done without tenants' consent.
