Tenants Didn't Complain About Foul Odor from Garbage Room

Tenants complained of a reduction in building-wide services based on a number of conditions. The DRA ruled for tenants and reduced their rents. Among other things, the DRA's inspector reported that garbage rooms on all floors were clean but had a foul odor. Landlord appealed, claiming that tenants only complained that garbage removal was inadequate. The DHCR ruled for landlord. Since tenants didn't complain about any garbage room odor, there was no reason for a rent reduction due to this condition.
