Tenant complained of a reduction in services. She claimed that landlord didn't provide a proper working stove and that there were gas fumes in her apartment. The DRA ruled against tenant, who appealed and lost. In housing court at about the same time, the court found that there were no leaks and that carbon monoxide levels were within acceptable limits. And tenant already got a rent abatement in the housing court case.
