Tenants Complained About Access to Storage Room

Tenants complained of a reduction in building-wide services. Among other things, they claimed they couldn't get access to the basement storage room. An inspection showed that the storage room was littered with discarded furniture and junk. For this and other reasons, the DRA reduced tenants' rents. Landlord appealed. The DHCR noted that the condition of tenants' personal property in the storage area wasn't part of tenants' complaint. Therefore, it couldn't be a ground for reducing tenants' rents.
