Tenants Claim Window Guards Interfered with Clotheslines

Tenants complained of a reduction in services. Among other things, they claimed that the installation of window guards prevented them from using public area window clotheslines. The DRA ruled for tenants and landlord appealed. Landlord pointed out that tenants complained that window guards prevented use of window clotheslines. Landlord had installed the window guards to be in compliance with New York City regulations. The DHCR ruled for landlord. Since the window guards were required by law and there was no proof that they weren't installed properly, tenants' complaint was invalid.
