Tenants Claim Mail Delivery Not Provided

Tenants complained of a reduction in building-wide services. Among other things, they claimed that landlord had reduced mail delivery services to the apartments by no longer providing door-to-door delivery. The DRA ruled against tenants. Tenants appealed, arguing that mail service was either inadequate or not provided. They said that undelivered mail was kept in an open box in an open room. There were no USPS mailboxes in the building.

Tenants complained of a reduction in building-wide services. Among other things, they claimed that landlord had reduced mail delivery services to the apartments by no longer providing door-to-door delivery. The DRA ruled against tenants. Tenants appealed, arguing that mail service was either inadequate or not provided. They said that undelivered mail was kept in an open box in an open room. There were no USPS mailboxes in the building. Landlord had advised the DRA that it changed mail delivery service at the building after tenants complained that mail was either ripped, missing, or set off apartment door alarms when slipped under the door by landlord. Landlord also claimed that if tenants didn't answer their doors when landlord's staff tried to deliver mail, it was placed in mail slots behind closed doors in the lobby. The DHCR sent the case back to the DRA for further consideration to determine the facts. Landlord and tenants disputed the level of mail delivery service provided, and the DRA hadn't sufficiently investigated the issue.
