Tenants Claim Inspector Acted Improperly

Tenants complained of a reduction in services, claiming that three windows in their apartment wouldn't open without applying extreme pressure. The DRA ruled against tenants based on the inspector's report that the windows were ''satisfactory.'' Tenants appealed, claiming that the same inspector had found one window defective in a prior inspection held in connection with landlord's MCI application. Tenants had complained at the time that the inspector, who was the same one sent out in this case, acted improperly. The DHCR sent the case back for a new inspection by a different inspector.
