Tenants complained to the DHCR that landlord blocked off two rooms of their four-room apartment. The DHCR ruled against tenants and they appealed. The court and appeals court again ruled against tenants and dismissed their petition. The DHCR properly ruled that tenants couldn't relitigate their case since it had already been ruled upon.
