Tenants Can't Get Second Rent Cut for Same Condition

Tenants complained of reduced building-wide services, claiming that several door locks were defective. The DRA cut tenants' rent, and landlord appealed. The DHCR revoked the rent cut. Tenants were given a rent cut for defective door locks in a prior proceeding, so they weren't entitled to a second rent cut for the same condition.
