Tenants' Appeal Not Filed on Time

Tenants in various apartments appealed a DRA order dated April 19, 1990. But tenants' PAR wasn't filed until Oct. 26, 1990. Tenants claimed that their PAR was filed on time because the DRA's order wasn't signed. The DHCR ruled against tenants. Tenants got the DRA's order, and it was dated. The Rent Stabilization Code requires timely filing of PARs within 35 days of issuance. The DHCR's original order also contained the signature that tenants claimed wasn't on their copy. If tenants thought the order was invalid, they should have filed a timely PAR.
