Tenant's Appeal of DHCR Deregulation Order Untimely

The court dismissed tenant's Article 78 petition because it was filed more than 60 days after the DHCR's decision was issued. Tenant then appealed the court's decision and lost. Tenant had filed his notice of appeal of the court decision too late.
