Tenant Won't Allow Use of Insecticide

Tenant complained of a reduction in services based on roach infestation in her apartment. Landlord claimed that tenant wouldn't let him use insecticide in the apartment. The DRA ruled for landlord and dismissed the complaint. Tenant appealed, claiming that she had a medical condition that barred the use of insecticide. The DHCR ruled against tenant. Tenant's illness couldn't be used as an excuse for refusing access to landlord. Landlord had reasonably responded to tenant's complaint.
