Tenant Withdrew Complaint

Tenant complained of a reduction in services. The DRA dismissed the case based on tenant's later written withdrawal of the complaint. Tenant appealed, claiming that she withdrew the complaint only under threat of eviction. The DHCR ruled against tenant. The complaint was made for lack of services in apartment 6A. But the complaint and PAR were signed by tenant of apartment 6E. While the complaint was pending, tenant of 6A signed a letter withdrawing the complaint. The DRA then attempted to inspect apartment 6A, but tenant denied access and stated that it wasn't necessary.
