Tenant Withdrew Complaint

The DRA ruled for tenant and reduced her rent. Landlord appealed, claiming it never received tenant's complaint and that tenant had written a letter withdrawing a similar complaint filed at about the same time. Tenant submitted a sworn statement with landlord's PAR, stating that she didn't even recall filing the complaint and that she would have withdrawn it if she did.
